In some pandemics, where vaccines are available to reduce the risk of infection, states may also put mandatory vaccination requirements in place for people of certain professions. These could include medical personnel, the military, teachers, social workers and other people who work with vulnerable persons or provide public services.

Mandatory vaccination interferes with a person’s right to a private life and bodily autonomy. As with other types of restrictions, whether mandatory vaccination is necessary and proportional, must be determined in each case considering all the circumstances of the case, including the work of the person, scientific knowledge of effectiveness and the safety of the vaccine, the potential consequences of a refusal and other aspects.
